Biography

Rafael started the Agency in 2013 with the focus of helping navigate the complex individual, employer sponsored and medicare health insurance world. With the advent of the Affordable Care Act, he saw an opportunity to serve the Long Beach and Greater Los Angeles communities in facilitating affordable health insurance that anyone can sign up for. Health insurance is only the beginning of receiving good health care. Rafael continues to be involved in understanding what healthcare professional and health facilities provide to give high level healthcare to the community.



Prior to forming Halili Hilltop Insurance Agency, Rafael had a solo employee benefits, financial, and medicare consulting practice since 1990. Rafael earned a bachelor’s degree from Westmont College. He also earned a certificate in Personal Financial Planning from UC Irvine and is a fellow of the Life Underwriting Training Council.
